Introduction. In modern conditions of economic processes, the essence of university management does not meet the requirements of a democratic society. This is especially true of financial management methods. The need to implement budgeting in the university sector is exacerbated by the significant interest of managers and stakeholders in the autonomy of educational institutions.

Purpose and methods. The purpose of the article is to substantiate the theoretical and methodological provisions for defining the concept of “budget” in the context of universities with further disclosure of its role and importance in ensuring effective management. The methodological basis was the fundamental provisions of modern economic concepts, a systematic approach, general and special methods.

Results. The way of formation of the category “budget” for the university sector is investigated. The peculiarities of the transformation of scientific thought regarding the introduction of the budgeting process at the university are determined. The priority sources of filling the budgets of the universities of the leading countries for further implementation in the domestic system are identified.

Conclusions. Formed own vision of the concept of “budget”, “budgeting” for the university sector; the universal model of realization of the process of budgeting in university considering features of educational activity is presented; the priority sources of budget financing in modern universities are defined because of their historical, geographical, and national features of formation and development. Dominant among them are state target expenditures, expenditures from local budgets of territorial communities, financial revenues from autonomous activities, and targeted funding of scientific activities by the state and business agents.

The article actualizes scientific issues related to the development of effective goal-setting activities of art higher education institutions in Ukraine, which are aimed at ensuring sustainable development of art higher education and it will contribute to the development of the domestic economy in the international dimension. The priority directions of development of the system of art higher education with the subsequent formation of alternative management decisions on their successful realization are singled out. It has been noted the key role of innovative support of the organizational and economic mechanism of management of higher education institutions with art profile and bringing them in line with the progressive challenges and bold demands of modern markets of educational services and human capital. The applied significance of the article is to present management cases from European educational practice with the possibility of its approbation in the domestic system of higher art education. This will contribute to a more efficient and sound development of appropriate areas for improving organizational structures and processes, as well as appropriate subsystems of functional support of the mechanism of management of the higher education system in Ukraine.

The purpose of the article is to identify and substantiate the priority subsystems of functional support of the organizational and economic mechanism of management of art higher education institutions in Ukraine with the further development of alternative management solutions for their successful implementation. The research methodology includes fundamental provisions of economic theory and management, basic laws of development of European educational systems, publications of domestic and foreign researchers on the construction of subsystems of functional support of organizational and economic mechanism of management of higher education institutions. The scientific novelty lies in the identification and substantiation of key subsystems for ensuring the functioning of the organizational and economic mechanism, taking into account foreign experience in building an appropriate mechanism for managing art institutions. Conclusions. According to the results of the study, it is concluded that the art higher education institution is a system of interconnected structural elements that respond differently to the transformation of the modern market environment. Among the key subsystems of functional support, there are singled out material-technical, personnel, financial-investment, normative-legal, information-digital and scientific-innovative ones. Their weak links in the context of ensuring the activities of the domestic university sector with the subsequent presentation of alternative algorithms for management decisions have been identified. The urgent need to deepen comprehensive cooperation with business entities and representatives of the international educational and scientific environment was emphasized.

The article analyzes the main indicators of the current state and prospects of the development of higher educational institutions management, in particular the art profile. There is a negative dynamic of these indicators for domestic universities in the modern Ukrainian society and it shows a downward trend in the future. In comparison with the corresponding indicators of the development of universities in the European and global higher education sector it corresponds to an unsatisfactory level over the last decade. The analysis has identified that there is a lot of the economic effects from the provision and consumption of quality of educational services institutions of higher education on the different levels of the modern society development. At the personal level, this is manifested in growing of the level of wages for holders of higher education, reducing of income inequality for ordinary citizens by implementing a redistribution policy (taxes and transfers). At the level of society as a whole, this is manifested in the interdependence between students' contingent and trends of GDP growth, stimulating producing of innovation, improving overall welfare and social development indicators, building up the country's cultural capital, revitalizing cities and rural areas and enhancing environmental sustainability. Our studies indicated the key trends that characterized the development of modern management system of the higher education institutions with art profile. First of all, it connected with the necessity of increasing and encouraging the development of institutions of the national system of higher education, the identification a real role and place of universities in the total educational environment at the local, national, and global levels. In the article, there are suggested the priority vectors of prospective development of management system of relevant institutions in higher educational area in the long-term. Finally, further transformation and interaction of all the participants of this area (as government, business and higher educational institutions) will determine the nature and directions of future effective development of higher educational management.

Actuality: Quality assurance in the European system of management of arts higher education has always been in a state of dynamic changes and it has been conditioned by intensive eurointegration educational processes. In most countries of the European Space, institutions are responsible for quality assurance in the field of higher education, including artistic ones, which have been based. This situation compels the re-inclusion of a large number of people in the education sector. Education will have tendencies of constant distribution and renewal throughout the life of the individual.

Purpose and methods: The aim of the article is to reveal and summarize the main trends and principles of the formation of the management system of higher educational institutions, in particular the artistic direction, the Kingdom of Sweden. With the help of a comparative analysis, we have carried out an assessment of the structure of the control system and its individual elements. Methods of spatial analysis and synthesis have actively been used.

Results: Conclude in the allocation of the prerequisites for the formation the structure of the management system and its elements, features and regularities of their functioning.

Conclusions and discussion: The scientific novelty consists in distinguishing the key trends and principles of the formation and functioning of the management system of the higher educational institutions of the Kingdom of Sweden. It is of practical importance to further develop, on the basis of the study, strategic directions on the implementation of this experience in the Ukrainian management system, which will be able to improve the rating positions of domestic higher education institutions in an international dimension.

Актуальность. Обеспечение качества в европейской сис-теме управления высшим образованием в области искусства всегда находилосьв состоянии динамических изменений. В большинстве стран Европейского пространства основаны учреждения, ответственные за обеспечение качествавысшего образования. Европейское видение демократии обусловило повышениеуровня образованности населения и количественное увеличение учебных заведений.Сверхбыстрое техническое развитие влияет на разветвление и вариативность профессионального диапазона. Это обусловливает необходимость повторного включения большого количества людей в сферу образования, которая будет иметьтенденции постоянного распространения и обновления. Цель и методы. Цель статьи заключается в выявлении и обобщении основных тенденций и прин-ципов формирования системы управления высшими учебными заведениями, в частности в области искусства, Королевства Швеции. С помощью сравнительногоанализа проведена оценка системы управления и ее элементов. Использованы методы пространственного анализа и синтеза. Результаты.Заключаются в выделении предпосылок формирования структуры системы управления и ее элементов, особенностей и закономерностей их функционирования. Акцентиро-вано внимание на возможности применения зарубежного опыта в отечественнойсистеме управления образованием.Выводы и обсуждение. Научная новизна заключается в выделении ключевых тенденций и принципов формирования и функционирования системы управления высшими учебными заведениями Ко-ролевства Швеции. Практическое значение состоит в дальнейшей разработке на основе проведенного исследования стратегических направлений по импле-ментации опыта в украинскую систему управления, которые смогут обеспечитьулучшение рейтинговых позиций отечественных высших учебных заведений в международном измерении.
