Abstract

This studie aims to explore how unit managers’ and development strategists' experiences of external factors that influence the design of Swedish Social Services preventive work for school-aged children. The background to the study is that preventive work within the Social Services has historically been deprioritized in favor of statutory interventions and urgent measures. A new Social Services Act (SFS 2025:400) expresses a stronger intention for the Social Services to engage in preventive efforts. What influences the design of preventive work within the Social Services has not previously been explored.

Qualitative semi-structured interviews were used as the method, and the empirical material was analyzed using thematic analysis, based on concepts from Scandinavian institutional theory.

The results show that factors such as legislation, professional norms, and economic frameworks shape the design of preventive work for school-aged children. Collaboration is a central component of the Social Services’ preventive interventions. However, partner organizations and the Social Services may have differing needs and norms regarding how such work should be carried out. These differences affect the design of preventive interventions, as the Social Services must not only adapt to the conditions set by other participants but also, in some cases, seek to influence them to better align with their own goals and approaches. The study provides an increased understanding of what influences the design of preventive work within the Social Services and what may hinder or facilitate its implementation. The findings are relevant for staff within the Social Services involved in developing preventive work, as well as for further research in the field. 

Sammanfattning

Denna studie syftar till att undersöka enhetschefers och verksamhetsutvecklares upplevelser av vilka omvärldsfaktorer som påverkar utformningen av socialtjänstens förebyggande arbete för skolbarn. Bakgrunden till studien är att socialtjänstens förebyggande arbete historiskt har fått stå tillbaka framför myndighetsutövningen och akuta insatser. Socialtjänstlag (SFS 2025:400) ger en starkare intention om att socialtjänsten nu ska arbeta förebyggande. Vad som påverkar utformningen av socialtjänstens förebyggande arbete har tidigare inte studerats.

Kvalitativa semistrukturerade intervjuer har använts som metod och empirin har analyserats med tematisk analys utifrån begrepp från skandinavisk nyinstitutionell teori.  

Resultatet visar att faktorer som lagstiftning, normer, professionens kunskap och ekonomiska ramar påverkar utformningen av det förebyggande arbetet för skolbarn. Samverkan är en viktig del i socialtjänstens förebyggande arbete. Samarbetspartner och socialtjänsten har ofta olika behov eller normer kring hur det förebyggande arbetet bör bedrivas. Detta påverkar socialtjänstens förebyggande arbete då socialtjänsten behöver anpassa sitt arbete mot andra aktörer eller att andra aktörer behöver försöka anpassa sig utifrån socialtjänstens normer och regler. Studien ger ökad förståelse för vad som påverkar utformningen av socialtjänstens förebyggande arbete och vad som kan hindra eller bidra till dess utformning.  Resultatet har relevans för personal inom socialtjänsten som utformar det förebyggande arbetet samt för att bedriva vidare forskning inom området.
