Shortly after its launch in 2013, Europe became a prioritized geographical region in the development of the Belt and Road Initiative (from now on BRI). This chapter applies the concept of geopolitical code to analyze how the BRI’s development in Europe was presented in official Chinese reports and media articles during the initiative’s first 7 years. The study finds that, in the early stages of the BRI, Chinese official sources advocated using the initiative as a tool to counterbalance U.S. influence in Europe as well as to foster stronger relations with European countries—particularly with states in Central and Eastern Europe.
